A traditional tender assessment of projects involves simply checking the tender for compliance, and comparing the price of each tender. Naturally, the outcome of such an assessment can only be selecting a compliant tender with the lowest price. However, the lowest tender price does not guaranty the lowest overall costs of capital projects, as the traditional method does not account for other aspects such as for example environmental safeguards. Therefore, many large asset management organizations have developed tender assessment methodologies based on scoring of a range of selection criteria including tender price, safety, environment, financial capability, etc. Although better than the traditional, there is a flaw with this approach as well. Namely, the assessment is very much weighted towards the tender price, which is still a dominant criterion. When making long-term decisions, such as when considering capital infrastructure projects, one should not ignore the costs of operation and maintenance, as that is by far the largest cost category in the context of asset management. Therefore, the lecture will present a tool called life cycle costing, which may be employed by asset management organizations in the tender assessment process in order to ensure long-term benefits.

Dr Slavnic is a Fellow of the Institution of Engineers, Australia, and has about 30 years experience in the water industry on three continents encompassing design, construction, commissioning, O&M and asset management. He has worked for both government organizations, such as Sydney Water Corporation, and private sector including engineering companies such as Montgomery Watson Harza and tier-one construction companies such as Laing O’Rourke. He is employed by Ashghal in the capacity of O&M Advisor. Dr Slavnic has published and/or presented over fifteen papers mainly in Australia, but also in Hong Kong and Singapore.
